If you're on Siptah Heavy Weight Truncheo crafted with the thrall that increases concussive damage and with an advanced blunt fitting is the best Truncheon. I'm not exactly sure for Exile Lands, it's either a crafted kitted Steel Truncheon or it's Szeth's Trucheon.
